The VerpackDG replaced the VerpackG on 12 August 2026
The PPWR applies directly and the German implementation act took effect on 12 August 2026, repealing the 2017 packaging act at the end of 11 August 2026. Registration, system participation and volume reports survive unchanged in substance. The party carrying producer responsibility is the Hersteller: the party that first places the packaging on the German market. A foreign seller shipping directly to German end users is that party itself.
Where a German packaging file commonly breaks
The register entry is treated as the whole job
A register number does not license anything. Without a dual-system contract and matching volume reports, the entry documents a producer that is not participating.
The reports and the register drift apart
Every report filed to your dual system must be repeated in the register with identical volumes, materials and period. The central agency cross-checks the two and forwards discrepancies to the state authorities. An inconsistent mirror is the failure mode that finds you.
The licence is mistaken for the problem
For a small e-commerce seller the licence is often a two-figure annual cost. What cannot be bought in a webshop is a German-established representative and a registration session that goes right the first time.

Frequently asked
Do I need a German tax number to register?
No. The register accepts a home-country VAT or tax number. One tax number per company, and it must match the number used in your dual-system contract and marketplace accounts.
Does the register entry cost anything?
No. Registration in the packaging register is free. What costs money is the dual-system licence and any private service you engage.
Are shipping cartons in scope?
Packaging that ends up as waste at a private consumer is system-relevant from the first gram, and that includes the carton and filling used to ship to a consumer. Where a domestic retailer sends transport packaging to a business the analysis differs and we review it separately.
Can you guarantee a number or a completion date?
No. We prepare and coordinate the agreed work, but the register, the central agency and every dual system retain their own review and timing.
