Report control

The mirror is the rule; the small-producer route is the exception

Report types are the initial planned-volume report, in-year adjustments, the closing annual report for the previous year due by 1 June, and supplementary reports. A producer below 10 tonnes of system-relevant packaging in the previous year may file a single closing annual report instead of mirroring each report; we confirm that anchor in section 9 for the dossier rather than assuming it. An audited completeness declaration is due by 15 May above 80 tonnes of glass, 50 tonnes of paper and board, or 30 tonnes of the listed lightweight fractions taken together, and can be demanded regardless of thresholds.

Why the recurring file needs controls

The two reports are filed from different data

Volumes, material types and period must be identical on both sides. The central agency compares the system's control reports against the register and forwards discrepancies to the competent state authority.

The small-producer route is assumed

The single annual report depends on the previous year's quantity. It is checked each year against real data, not adopted once and forgotten.

A correction overwrites the original

Every filed version, the reason for the change, the invoice and the receipt stay in the evidence chain.

Do you file the reports for me?

Where we hold a confirmed representative mandate, yes: the representative files volume reports in its own name. Without that mandate we may not file German volume reports at all, because a commissioned third party that is not the appointed representative is barred from doing so.

Does a small seller need an audited completeness declaration?

Almost never. The thresholds sit at 80 tonnes of glass, 50 tonnes of paper and board and 30 tonnes of the listed lightweight fractions combined. A standard e-commerce seller is far below them, though the authorities may still require one.

When is the annual report due?

The closing report for the previous year is due by 1 June. The completeness declaration, where thresholds are exceeded, is due by 15 May and admits no extension.

Can historic omissions be handled in normal maintenance?

No. Retroactive licensing of earlier years is scoped and quoted separately, and it does not promise immunity from anything.
