Battery duties under the BattDG and the single-use plastics fund are scoped individually. Neither is presented as a packaged fixed-price service.

Paid outside our service fee

The dual-system licence stays the client’s external cost.

Registration in the packaging register is free. The licence is contracted with one of the ten authorised dual systems at its own tariff. Where we buy a small prepaid licence as your authorised representative, it appears on the proposal as its own line at cost.

No official tariff exists

Ten systems compete and price bilaterally, and the central agency may not advise on the choice or on prices. Every figure on this page is an observation with the date it was checked, never a published rate.

Entry prices for prepaid small-quantity licences observed across the ten authorised systems ranged from €11.95 to €89 per year. No system sells below its own entry price, so our estimate never shows a lower figure. Licences run on the calendar year and are reconciled afterwards.

Reporting logic

Germany asks for the same numbers twice.

Every report filed to your dual system is repeated in the packaging register with identical volumes, materials and period. The exceptions below depend on last year’s actual quantity and are checked annually rather than assumed.

Mirrored reporting

The default. Each report to the system is repeated in the register without delay and identically, in kilograms to three decimal places.

Single annual report

Below 10 tonnes of system-relevant packaging in the previous year, one closing report by 1 June can replace mirroring. We confirm the statutory anchor for the dossier.

Closing annual report

Due by 1 June for the previous calendar year, whichever regime applies.

Completeness declaration

Audited and due by 15 May, with no extension, above 80 t glass, 50 t paper and board, or 30 t of the listed lightweight fractions combined.

Contract transition

Every system-participation contract concluded under the repealed packaging act expires at the latest at the end of 31 December 2026.

Discretionary demand

The central agency or a competent state authority may require a completeness declaration regardless of the thresholds.

Dual-system licence

VAT treatment is confirmed on the written proposal and invoice; displayed references are VAT-exclusive.

Retroactive licensing, translations, extra brands and work outside scope require separate approval.

Pricing questions

What is included in the service price?

Only the private work and limits set out in the written proposal. The dual-system licence, VAT and external costs stay separate, and registration in the packaging register is free.

Why is Retrofit cheaper than Standard?

Because the expensive part is the first registration session and the preparation behind it. If you already hold a register entry, that work does not exist, so there is no setup fee.

Does Standard guarantee a register entry or a marketplace result?

No. Registration is a personal duty we prepare and verify but cannot perform, and the central agency, the dual systems and each marketplace make their own decisions.

Do you charge for the authorised-representative confirmation?

The mandate and the tracking are inside the annual fee. The confirmation itself is issued by the central agency, on its own timing, which is not published and which we do not promise.

Is the authorised representative a fiscal representative?

No. This is an EPR mandate under German packaging law. It does not obtain a German VAT number and it is not tax advice.
