A producer with no establishment in Germany that makes packaging available to German end users, including by distance contract, must appoint an authorised representative. Germany exercised the third-country option, so an EU seller and a non-EU seller are caught on the same terms. The representative fulfils the producer duties in its own name. The single exception is registration in the packaging register and any later change of registration data, which remain personal to the producer and cannot be delegated to anyone.

What makes the German mandate different
A click-to-sign signature is refused
The mandate is a written authorisation in German, signed by both parties either by hand or with a qualified electronic signature. A simple electronic signature does not meet the German written-form requirement. A bilingual version is possible; the German version governs.
The representative carries the exposure
Because the representative is deemed to be the producer and acts in its own name, it is itself the addressee of the duties it assumes and of the fines attached to them. Duties accrued while the mandate ran survive its termination. That is why the mandate, the data warranty and the termination route are written carefully.
Nobody approves representatives
Germany deliberately chose a light regime with no vetting, licensing or public directory of authorised representatives. Any provider claiming to be officially approved is describing something that does not exist.

Can you register me in the packaging register?
No. Registration is a personal duty of the producer and a registration performed by a third party is not valid. We prepare every field, guide the session you run yourself, and then verify the result in the public register. That is a legal boundary, not a service limitation.

No. The register requires the mandate to be signed by both parties either by hand or with a qualified electronic signature. We support both routes and confirm which one your signatory can complete before the pack is issued.
How long does confirmation take?
We do not know and we will not guess. The central agency publishes no processing time for confirming a designation, so we track the status and tell you the moment it changes rather than promising a date.
Are you approved or certified by the authorities?
